In my previous communication, I forgot to share congratulations to Walnut Grove Elementary Principal, Dr. Kate Donnelly, who won the 2022-23 Principal of the Year. You can read the announcement here (https://www.wcs.edu/Page/9990).

 

It has been a busy month as budget season is in full swing. In the recent Education Committee meeting, we were asked to approve the WCS 5 year capital plan. I raised questions on what the current needs are, especially with no significant increase in enrollment over the past 5 years. In fact, as percent of the total population, the school population appears to be shrinking. I also do not understand why the 5 year Capital Improvement Program is not separated by the individual components for the commission to consider, all things that are part of my learning process.

 

NOTABLE RESOLUTIONS FOR THE MARCH 13th MEETING:

 

The first three resolutions on our agenda are in regard to proposed changes to the Williamson County Zoning Ordinance (https://www.williamsoncounty-tn.gov/DocumentCenter/View/14874/ZO-jan-2023?bidId=).

 

3-23-1 A resolution to amend Article 11 of Williamson County Zoning Ordinance regarding uses that may be served by non-traditional wastewater treatment and disposal systems. PUBLIC HEARING

 

3-23-2 A resolution to amend Articles 12 and 14 of the Williamson County Zoning Ordinance regarding Open Space Standards. PUBLIC HEARING

 

3-23-3 A resolution to amend Article 10 of the Williamson County Zoning Ordinance regarding Dimensional Standards for Conservation Subdivisions. PUBLIC HEARING

 

3-23-5 A resolution amending the 2022-23 Central Cafeteria Fund budget by $3,363,130.28 for additional expenditures from excess Fund Balance.

 

3-23-8 A resolution authorizing Williamson County to participate in an Education Incentive Program by matching State Incentive Payment for qualified volunteer firefighters and establishing a similar program for qualified emergency response personnel in Williamson County and appropriating and amending the 2022-23 Public Safety Budget. Revenues to come from State of Tennessee and Unappropriated County General Fund Balance.

 

3-23-9 A resolution appropriating and amending the 2022-23 Solid Waste budget by $366,000 for additional fuel expenses. Revenues to come from Unappropriated Solid Waste Fund Balance.

 

3-23-11 A resolution appropriating and amending the 2022-23 for Parks and Recreation budget by $48,000 with funds coming from the Privilege Tax. These funds are needed to provide an climate controlled building to operate at the Franklin Recreation Center, to collect pool fees.

 

3-23-13 A resolution appropriating $95,263 for the purchase of 50 Automated External Defribillators (AEDs) with revenues to come from American Rescue Plan Act Funds.

 

3-23-14 A resolution appropriating not to exceed $850,000 for the replacement of a bridge on Forest Drive with revenues to come from American Rescue Plan Act Funds.

 

3-23-15 A resolution appropriating and amending all 2022-23 County Departmental budgets by $2,982,791.83 to provide for an additional payroll in the Fiscal Year. This is due to a 27th payroll date this year compared to 26 as budgeted.

 

3-23-17 A resolution authorizing the Williamson County Mayor to enter into a lease agreement with Election Systems & Software for the temporary use of voting machines. This is to allow the WCEC to administer the City of Brentwood election.

 

3-23-20 A resolution to permit the Williamson County Mayor to authorize the temporary sale of alcoholic beverages at the Agricultural Exposition Park during the Annual Rotary Rodeo. This is limited to a VIP section that is an enclosed area separate from the General Public.

 

3-23-21 A resolution amending the 5 Year Capital Improvement Program for Schools, Roads, Fire Protection and Recreation.

 

3-23-24 (LATE FILED) A resolution authorizing Williamson County to join the State of Tennessee and Other Local Governments in amending the Tennessee State Subdivision Opioid Abatement Agreement and approving the related settlement agreements.

Come to the Budget Committee meetings. They are held on the 1st Monday @ 4:30 pm in the Conference Room across from the County Mayors' office. In this committee, any resolution with a fiscal consequence is discussed one week prior to being voted on by the County Commission. All Committee meetings are open to the public.
