Gilles Parent, a Naturopathic doctor, is a founding member of Fluoride Free Canada, where he sits on the Steering Committee. He is the expert advisor on fluoridation to Eau Secours, a non profit organization and coalition. Their mission is to promote the protection and responsible management of water from a perspective of environmental health, equity, accessibility and collective defense of the rights of the population, which include the ending of fluoridation. Gilles has been fighting fluoridation for over 50 years. That is why the Province of Quebec is almost fluoride-free, with the exception of two plants owned by the City of Montreal, those being Dorval and Pointe-Claire, and the one in Saint-Georges-de-Beauce. These three plants supply fluoridated water to just one percent of the population of the province. |

Ray Coelho, who studies at Concordia University and lives in Point-Claire, is the founder of the Facebook page Fluoride Free Montreal. In his steadfast desire to stop fluoridation, he canvassed the neighbourhoods in Pointe-Claire and Dorval, and obtained almost 5,000 signatures to support his petition. He reached out to Fluoride Free Canada for support and was advised to seek the expertise of Gilles Parent. |

Together, Gilles and Ray formulated a plan to start a legal action against the City of Montreal for continuing to allow the towns of Pointe-Claire and Dorval to add improperly classified chemicals to the water. To support their efforts, they founded a non profit named Citoyens contre la fluoration (Citizens Against Fluoridation). Gilles and Ray have identified what they feel is a fundamental way to stop fluoridation across Canada! |

THE PREMISE The premise is that since no government organization will take ownership for the fluoridation chemicals (hydrofluorosilicic acid, sodium hexafluorosilicic acid and sodium fluoride), an injunction will be sought to stop fluoridating Pointe-Claire and Dorval until these chemicals are legally classified and are regulated by a governmental authority that has the constitutional jurisdiction to do so. POSSIBLE LEGAL CLASSIFICATIONS 1) Water Treatment Chemicals – Many governmental agencies will acknowledge they are adding fluoridating agents on the basis that these are simply “water treatment chemicals”. However, a 1955 New Brunswick Supreme Court decision declared that it could NOT be such, as fluoride does not “treat” the water; rather it is intended to “treat” humans against a disease. 2) Drugs – If they are not water treatment chemicals, and if their aim is to treat humans against dental decay, should they not be classified as drugs? Health Canada rejects the legal classification of drugs for the fluoridation agents, while on the other hand, these chemicals fit the Food and Drugs Act “definition” of a drug. 3) Nutrient – Some claim that fluoride is a required nutrient. No problem, provided the source of that “nutrient” added to tap water is a Health Canada-approved and regulated pharmaceutical grade fluoride compound that conforms to all the requirements of the Food and Drugs Act, including being prepared under sanitary conditions. 4) Toxic and Hazardous Substances – Fluoride compounds are included in the list of “Toxic and Hazardous substances” in at least 19 Canadian acts or regulations. They are labelled as “Toxic”, “Poison”, and “Corrosive”. Water is classified as a food, and the Food and Drugs Act forbids the addition of a poisonous or harmful substance to a food [Section: Food - Prohibited sales of food, 4 (1) (a)]. Also, fluoridation chemicals are highly contaminated with heavy toxic metals. The Citoyens contre la fluoration legal team will be telling the Court they don’t oppose fluoridation, provided the quality of the fluoride used is of pharmaceutical grade, and is manufactured with Good Manufacturing Practices, to ensure the safety of the population to whom it is administered; as well as being in a legal classification that permits a therapeutic objective. None of the three fluoridation chemicals is approved, controlled, or regulated by Health Canada, with the exception of pharmaceutical grade sodium fluoride. The Citoyens contre la fluoration oppose the addition of fluoride agents to the public water supply, that: Have not been approved and regulated by Health Canada; Do not have a Certificate of Conformity, certifying that standards have been met; Are not manufactured and packaged in a sanitary environment; Contain toxic heavy metals; Are produced with untreated water from rivers and unrefined and contaminated mine salts uncontrolled by any governmental agency; Do not conform to the legal definition of a water treatment chemical; Are of industrial grade; and Are classified on their Material Data Safety sheet as a Toxic and Hazardous substance.

Citoyens contre la fluoration have hired a lawyer to file a formal Notice, and if rejected, to file an injunction against the City of Montreal to end fluoridation in these final water treatment plants.
