El Dorado County Budget

On June 9, 2020, as required by Government Code, Chief Administrative Officer Don Ashton presented his recommended 2020-21 fiscal year budget for El Dorado County to the Board of Supervisors.

In a typical year, prior to the submittal of a proposed budget, the County would have held a number of budget workshops and provided opportunities for the public, county officials and Board Members to provide input and discussion.  However, with the impacts of COVID-19, this year is very different.  The State of California is wrestling with a $54 billion budget deficit, and State revenue estimates are in flux, as income tax deadlines were delayed until mid-July.  There are unknown County revenue losses, including reduced sales taxes.  There will be reductions in the funding provided by the State to counties to support some mandated and essential services.  At the same time, there is an increased need to support people and businesses impacted by COVID-19.

Although a State budget was passed by the Legislature, the negotiations between the Governor and Legislature continue.   Until the State budget is finalized, the County will be unable to make decisions on a final budget and spending plan.

The Board of Supervisors accepted the recommended “status quo” budget, with many requests for funding being deferred until there is a better understanding of the impacts of the pandemic.  There is now a significant amount of work to complete during the next couple of months prior to the adoption of a final County budget in September. The Board of Supervisors will be holding a number of meetings over the summer to develop the budget and make the difficult decisions regarding service levels and program delivery, and the use of reserve funds to fill any critical gaps.

I have every confidence in the Chief Administrative Officer, County government, and the Board of Supervisors as they navigate these difficult decisions toward a final budget.  Now is the time, however, for all of us with a vested interest in El Dorado County to speak up and let our voices be heard about programs and services that are important to us.

Fire Season Arrives in El Dorado County

 

The grasses are drying. The temperatures are warming. The feel of fire season is upon us. CAL FIRE and our local fire districts have been busy responding to a number of vegetation fires around the County. Due to the elevated fire risk, all residential burn permits have been suspended effective Monday, June 15, 2020. We are just beginning what is anticipated to be a long, dry summer and fall.

Now is the time to finish preparations to protect our homes and properties.  I will take the opportunity to address a number of wildfire issues impacting us in El Dorado County in future newsletters, but for now, please focus on Ready Set Go!
