Sunshine Coast - New Planning Scheme

 

Council advised earlier this month that preliminary consultation had commenced for the New Planning Scheme. Have your registered for updates yet?

The 𝗽𝗿𝗲𝗹𝗶𝗺𝗶𝗻𝗮𝗿𝘆 𝗽𝘂𝗯𝗹𝗶𝗰 𝗰𝗼𝗻𝘀𝘂𝗹𝘁𝗮𝘁𝗶𝗼𝗻 period is from 10 February to Thursday 31 March 2022.

Yes, there is a huge amount of information on Council’s website and yes, it takes time to wade through it. Within the next few weeks, we'll share the answers to some specific questions several members have asked of Council relating to our Local Area Plan and the proposed increases in the number of dwellings through rezoning and building height increases.

 

So, where do I start?  Either check out your Local Plan first and then go back to the other detail for the regional plan, or visa-versa.  Here is the link to the Kawana Waters proposed Local Plan Area:

(i)  What's happening

Lights Out, Turtles About!  The messaging is consistent for the next few months and it’s time to

"Flip The Switch".  Please help our endangered loggerhead turtles by switching off your exterior lights and drawing the curtains or blinds from 8pm each night until the end of the season in May.  

 

It’s not rocket-science  It's their responsibility - local government can to resolve to STOP approving high density developments along the State declared erosion prone area … such as Buddina.

"Climate change, however, doesn’t just affect the atmosphere and oceans, it affects the Earth’s crust as well. Climate-linked geological changes can increase the incidence of earthquakes and volcanic eruptions which, in turn, can exacerbate the threat of tsunamis."

Fantastic news from the Supreme Court this month with 3 Judges in the Court of Appeal confirming that the Planning and Environment Court Judge erred on 3 errors of law in upholding the Sunshine Coast Regional Council’s contentious approval of Sekisui’s development application.  Congratulations to 𝘋𝘦𝘷𝘦𝘭𝘰𝘱𝘮𝘦𝘯𝘵 𝘞𝘢𝘵𝘤𝘩, 𝘚𝘊𝘌𝘊, 𝘚𝘢𝘷𝘦 𝘠𝘢𝘳𝘰𝘰𝘮𝘣𝘢, the 𝘴𝘶𝘱𝘱𝘰𝘳𝘵𝘪𝘷𝘦 𝘤𝘰𝘮𝘮𝘶𝘯𝘪𝘵𝘺 𝘮𝘦𝘮𝘣𝘦𝘳𝘴 and 𝘰𝘵𝘩𝘦𝘳 𝘤𝘰𝘮𝘮𝘶𝘯𝘪𝘵𝘺 𝘨𝘳𝘰𝘶𝘱𝘴 who participated in the direct action, the fund-raising, the writing of submissions and other indirect support in achieving this outcome. 

The significant funding for the legal challenge was raised by the community in a massive David and Goliath battle against Council and a developer with very substantial funds.  The verdict means the development proposal will now go back to the Planning and Environment Court for a review.  The Supreme Court of Appeal got it right, let’s hope the Planning & Environment Court replicate this decision in its subsequent review.

“The impacts of sea-level rise will not be limited to beachfront homes, but also properties in low-lying areas around estuaries or lakes. They are at risk of what's called coastal inundation. "As the mean sea level rise goes up in the ocean, you're also going to have the water level going up inside the estuary by a similar amount," Dr Wainwright says.

It's this latter group that will experience more damage in the coming decades. "This is a creeping issue that over time is going to inundate more and more frequently — and for certain properties, it might get to the stage where your property might be inundated by tides several times a year, even more. How are we going to manage that?"

A quick snapshot:  Proposed 𝗶𝗻𝗰𝗿𝗲𝗮𝘀𝗲𝗱 𝗱𝗲𝗻𝘀𝗶𝘁𝘆 of dwellings 𝗮𝗻𝗱 𝗶𝗻𝗰𝗿𝗲𝗮𝘀𝗲𝗱 𝗵𝗲𝗶𝗴𝗵𝘁𝘀 of buildings - “infill” targets will create ‘000s more in dwelling capacity along this coastal strip.  Combined with rezoning for some of the industrial areas, the proposals appears to suggest an intense densification of the existing footprint in some areas whilst “minimal changes” are proposed for some of the low density areas. 

Be wary of the language used “No 𝗵𝗶𝗴𝗵 𝗿𝗶𝘀𝗲 𝗱𝗲𝘃𝗲𝗹𝗼𝗽𝗺𝗲𝗻𝘁 is intended outside of identified 𝗺𝗮𝗷𝗼𝗿 𝗰𝗲𝗻𝘁𝗿𝗲𝘀” however, the intention is to rezone an area as a 𝗺𝗮𝗷𝗼𝗿 𝗰𝗲𝗻𝘁𝗿𝗲 to enable high rise.  What happened to "no high rise"?  Did you say high rise?  Yes, at the 2 designated major centres:

  • Kawana Shoppingworld a̲n̲d̲ surrounds (a broad undefined area) – proposed to be rezoned to provide taller, high rise buildings, and

  • Kawana Town Centre at Birtinya

 

The world's coastlines are not in good shape.  This published research "... involving an international team of experts, revealed an alarming story. Humanity is putting heavy pressure on almost half the world’s coastal regions, including a large proportion of protected areas.  All nations must ramp up efforts to preserve and restore their coastal regions – and the time to start is right NOW...

Will the Sunshine Coast lift its game to reduce human pressures on our coastlines by committing not to increase the existing footprint of coastal developments in the State declared erosion prone areas?

Mass Transit

Draft Southern Sunshine Coast Public Transport Strategy has been issued by the Qld State Government (TMR).

Did you make a submission to Council last year re mass transit?  If you did we need you to resend your submission to the State Government.  WHY?

TMR last week released a draft public transport strategy for the Southern section of the Sunshine Coast. This strategy is very similar to the Master Plan Transport Strategy released by Council as part of its Options Analysis last year. Key components are a mass transit system and densification along our coastal corridor being a higher priority over the development of heavy rail along the CAMCOS corridor.

The State Government is now also asking for our feedback on this plan. We need everyone who made a submission to Council during the consultation last year to now send a copy of the submission to the State Government.

MTAG's thoughts on the TMR strategy: ​

  1. Good the State Government is taking an interest in Public Transport for the Sunshine Coast.

  2. Strategy is unfortunately not r'egion-wide. When will a Northern Strategy be released?

  3. Strategy seems to be a restatement of what the Sunshine Coast Regional Council (SCRC) put forward through their Options Analysis process.

  4. There is no commitment to timing, funding or even business case process for any of the public transport options proposed.The only business case process identified is the Mass Transit process that SCRC are 50% funding. Is this going to be the requirement for all future business cases?

  5. What timing and funding is proposed to investigate this strategy further?

  6. Many of the options could be implemented now. eg 30 minute services to the hinterland areas (currently about 2 hourly intervals). Better airport and University connections now? Why not?

  7. Doesn't seem to be any "staging" thinking. ie it is mass transit network or nothing. Why not start smaller, put something in place now and build to greater in later years when the population has built.

  8. Densification and changed parking seem to be the requirement for all of this to happen. The draft states:

    • High Frequency routes will have longer stop spacing, while local services will aim to have 90 percent of the population within 400m of a stop.

    • To support successful transformation of the public transport network the Qld Govt will rely upon SCC to continue to implement and expand ist parking management and related activities.

    • Council will need to adapt their land use planning and other urban initiatives to achieve the urban form outcomes required by Shaping SEQ.

    • What if these are not achieved? Does this mean more roll out of paid parking? Also does it mean we have to have the densification first? If so this would mean traffic and public transport on the Sunshine Coast is going to get worse, not better for the near future.

  9. It says CAMCOS is "staged implementation" What does this mean? The Coast needs heavy rail to run all the way from Beerwah to Maroochydore.

  10. Where is the funding coming from for all of this?

  11. Strategy is still focussing on a "spinal" transport system for the region rather than a "spider web" network. We are a decentralized community that is not lineal. East West movements are still not being catered to well.​​
