I have spent a great deal of time talking with insiders or people that would have some type of first hand knowledge and a great deal of research into these crimes. Here is my collision. I want to state and so you think about it as you read. I have met a lot of really good First responder's (police, fire, medical). Many of these people are fooled or deceived into believing the cover story. Much like the people they recruit to act out against a Targeted Individual. Keep in mind many have told me they would come forward but they know they would become a victim them selves.

See after the officer told me this I was thinking here is an officer of the law that carries a gun every day, deal with criminals everyday what a punk ! NO I was wrong for thinking this because I remember the look on his face it was fear. I realize now he just want to protect the life he has and his family which I now under stand. This is why many have not come forward.

C13. CHAPTER 13 PROCEDURE 13. EXPERIMENTATION ON HUMAN SUBJECTS FOR INTELLIGENCE PURPOSES
C13.1. APPLICABILITY This procedure applies to experimentation on human subjects if such experimentation is conducted by or on behalf of a DOD intelligence component. This procedure does not apply to experimentation on animal subjects.
C13.2. EXPLANATION OF UNDEFINED TERMS C13.2.1. Experimentation in this context means any research or testing activity involving human subjects that may expose such subjects to the possibility of permanent or temporary injury (including physical or psychological damage and damage to the reputation of such persons) beyond the risks of injury to which such subjects are ordinarily exposed in their daily lives.
C13.2.2. Experimentation is conducted on behalf of a DOD intelligence component if it is conducted under contract to that component or to another DOD Component for the benefit of the intelligence component or at the request of such a component regardless of the existence of a contractual relationship.
C13.2.3. Human subjects in this context includes any person whether or not such person is a United States person.
C13.3. PROCEDURES C13.3.1. Experimentation on human subjects conducted by or on behalf of a DOD intelligence component may be undertaken only with the informed consent of the subject, in accordance with guidelines issued by the Department of Health and Human Services, setting out conditions that safeguard the welfare of such subjects.

Direct Energy Weapons are now and the future of technology is Directed Energy. Stop and think about testing on drugs or any product man build or creates. It takes testing of these item for years even decades to know what they can do. Directed Energy Weapon testing on humans would require millions of test subjects. You ask why millions it is because of how we are the same in many ways but our bodies and mind work and react different with attacks, trauma, illness and almost anything in life, the reaction is different in each person. So it would have to have millions of test subject in order to fully test what effects Direct energy weapons have on the human body and this would include testing on animals(millions). This is why victims are all over the world is to cover up this testing. Every country in the world is in on this arms race for the biggest, best and smallest weapons they can create. These type of arms races have been going on since man got smart enough to build weapons and start fighting with each other. This is a part of man kind that hopefully we will grow out of or we will destroy the world. In modern times the cold war has taught us that governments will lie to the people and the world to accomplish there secret agendas. Now we need to step back and look at some history. We need to talk about 9/11 the attack on the world trade center changed the world for ever. This is something the whole world would agree with. I believe the 9/11 was a false flag.
The Newsweek magazine poll "What America Knows," conducted by Princeton Survey Research Associates International, regularly asks American citizens a wide range of questions relating to world events both past and present, and a number of more trivial questions of general knowledge.[7] On five occasions the following question has been asked:
"Do you think Saddam Hussein's regime in Iraq was directly involved in planning, financing, or carrying out the terrorist attacks of September 11th, 2001?"
September 2003 responses: 47% Yes, 37% No, 16% not sure.
January 2004 responses: 49% Yes, 39% No, 12% not sure.
September 2004 responses: 42% Yes, 44% No, 14% not sure.
October 2004 responses: 36% Yes, 51% No, 13% not sure.
June 2007 responses: 41% Yes, 50% No, 9% not sure.
To me this shows the truth coming out just like the truth will come out about these Crimes Against Humanity.
As time goes on more of the world knows this was a false flag event (If you have doughts watch “the falling man” The footage is really good and clearly show windows being blown out floor by floor just like demode building you see on TV or the news). Plus many leading experts have stated the buildings where demode. 9/11 had two goals one was so we could go interfere in other counties and implement fear, distrust and some new programs. We will never really know what all the black ops and different agendas of countries have but also the hidden element in humanity that wants to control all instead of world peace. By 9/11 the Directed Energy Weapons Testing program was going on for very long time. There was a problem I believe they found and need to correct. The local police was not controlled by the government but locally and for all this to work right they had to gain control over local authorities. This came in the form of the fusion centers in each state. Fusions centers FUSION CENTER GUIDELINES are an information hub to not only to respond and take care of threat in an emergency, but to also control false info about Target Individuals and keep the cover story going Gang-Stalking. Se with out the fusion centers they can not watch over and control local police and info they receive. Lets face it this may be one of the the best cover story that governments have ever come up with (I say governments because this is would wide). There is some things to point to the fact that governments may have worked or talked together on how to cover these Crimes (testing) up or they all came up with the same cover story unlikely. Why would they need to control local law enforcement because people would start putting all the pieces together and the cover story of a bunch off crazy people running around saying there being zapped by energy weapons keeps people from looking for the truth. Mental Illness is big business. They also put a great deal of work getting the mental health programs to believe the cover story too. With out the support of local law enforcement (really first responder's) and mental health programs, sy-ops, black ops, Etc would not work. To many questions would be asked.
As you have noticed and a great deal of people all over the world have found out the Truth has very little power in today's world. Mush of what people are told are lies, we even vote and make decisions in our lives based on these lies. Which in reality makes our lives a lie. At this time in life a lie has more power than the truth. The US Government has clear stated to public and in reports they do not believe we can handle the truth. If anyone researches the history of there country the will find out that they have been lied to from the start (Many history books do not tell true history or they distort it greatly). One of the sadist thing about humanity I have found is lies rule. This will have to change if we are ever going to have a safe world (world based on lies is a lie).
Survivors of gang-stalking (Directed Energy Weapon testing) live a horrible nightmare daily. The ADS or Active Daniel System seems to be one of the Directed Energy Weapons used in these Crimes (testing).
The Active Denial System (ADS) is a form of non-lethal weapon developed by Raytheon Corp. It takes advantage of existing knowledge about electromagnetic energy to create a weapon which can be used for crowd control without causing lasting pain or damage. The weapon is one among many non-lethal weapons under development by defense contractors in response to the changing face of warfare and a growing need for weapons which can disperse a crowd without injuring people. The device entered the human testing phase in early 2007.
Along with such weapons as Microwave Auditory Affect or Voice to Skull. In which they use to put voice into peoples heads for testing too.
Microwave Auditory Effect
The microwave auditory effect, also known as the microwave hearing effect or the Frey effect, consists of the human perception of audible clicks, or even speech, induced by pulsed or modulated radio frequencies. The communications are generated directly inside the human head without the need of any receiving electronic device. The effect was first reported by persons working in the vicinity of radar transponders during World War II. In 1961, the American neuroscientist Allan H. Frey studied this phenomenon and was the first to publish information on the nature of the microwave auditory effect. The cause is thought to be thermoelastic expansion of portions of the auditory apparatus, although competing theories explain the results of holographic interferometry tests differently.
*Voice to Skull Technologies
Artificial microwave voice-to-skull transmission was successfully demonstrated by researcher Dr. Joseph Sharp in 1973, announced at a seminar at the University of Utah in 1974, and in the journal “American Psychologist” in the March 1975 issue, the article was titled “Microwaves and Behavior” by Dr. Don Justesen (1975).
In 2002, the US Air Force Research Laboratory patented precisely such a device: “a nonlethal weapon which includes (1) a neuro-electromagnetic device, which broadcast sound into the skull of persons or animals by way of pulse-modulated microwave radiation; and (2) a silent sound device, which can transmit ultrasound (above human hearing) into the skull of mammals.” NOTE: The sound modulation might be voice or audio subliminal messages. One application of voice-to-skull uses was an electronic scarecrow to frighten birds in the vicinity of airports.
The truth is there may be a great deal of different Directed Energy Weapons out there which are all going to need millions of test subjects and many years or decades of testing be done. Let not lie to are selves we all know these weapons are real and there going to need testing. This means they have to have humans to test these on. NO one in there right mind is going to stand up and say sure hit me with microwaves for next 40 years and test on me. Not going to happen. It also show that these crimes are being used for revenge, distribution of life and a hole other class of our criminal society.

Fight this crimes to get the truth out. I believe many senators, governors and representatives know about these crimes or believe the cover story. This is why all the hard work everyone is putting in does not gain ground. So we have to work through the greats web of lies ever to date. I is going to take a lot of hard work and people sticking there neck out(put them self at risk) to expose truth to the world. I this fight, war for the truth email and electronic communication is going to be almost impossible because the fact they know what is going on or they believe the cover story. This is also the problem with the media. The best is to beat the street to say. We can only win by informing the public about these Crimes Against Humanity. Talking to people one on one, make power point presentations to show, meeting with people from Federal, State and local government. They need to see our face while we talk about this, this will help people understand how important this issue is. Let them know anyone can be a Targeted Individual. Educate them about What it is to survive as a Targeted Individual. Explain to them that anyone can become a victim of these crimes. The fact that kids, pregnant woman and even animals (people pets). Everyone needs to know there loved on could be next. They also need to know the top three ways TI dies 1-suicide=people can no longer take the daily torture, 2- Cancer= Directed Energy Weapons cause cancer, 3-Heartache=the stress from 24/7 attack take the toll on the human body. Our own government knows how bad these weapons are on the body.

If we do not stand up let humanity know what is being done it will just keep growing. We even need to reach out and educate our first responder's to the truth. To stop this we have to tear this cover story apart and expose this testing of Directed Energy Weapon to the world.
This has already be a very long fight for many of you. I have talked with survivors that targeted for over 40 years and victims as young as 10 years old. I hate to say but it is going to take time,work for this to all come out publicly for the people around us to learn the truth about the testing of Directed Energy Weapons on the public. My most resent attempt to reach the people around me failed. I will not give up though. I know one person believes me hear but for the rest they think I am mentally ill or just a crazy old guy. I do not blame anyone that does not believe me because I look back it took years of research to gain the info and knowledge need to put all the pieces together and figure out what is really going on. So I ask you to be patient with the people around you it just means the truth as not got to them yet.
