Guidelines

Water Export Updates (RWR)

1. Douglas County commissioners debate release of legal memo on RWR.

2. Douglas County has other water proposals that it could pursue instead of RWR if it decides to get into the water business.

3. Once Laydon makes the visit to the San Luis Valley, the commissioners will decide whether to move ahead with RWR. Teal is a yes if terms are finalized, Thomas is a firm no, and Laydon will decide later.

Outdoor Recreation and Conservation

1. Begin every recreation plan process with an evaluation of the relative value of parcels of land as significant wildlife, floral, water, and cultural habitat.

2. We need to look at transportation and connectivity between communities as a recreation route.

3. More people are likely to use recreation facilities if they are closer to where they live.

4. Mapping platforms such as CODEX and RIMS are tools for recreation and conservation planning.
