Greetings CCCHS! It was great seeing so many of you at our September membership meeting! I hope you all enjoyed the opportunities to network with one another and learn more about the wonderful organizations and members of CCCHS. We're excited for our upcoming Lunch with Legislators (Commissioners Mark Higgins and Micheal Pipe, Representative Rich Irvin and Representative Kerry Benninghoff) which will be held on October 2, 2019 at 12pm at Calvary. We're honored to have local legislators present to answer questions and hold valuable dialogue with membership. This will be a moderated discussion. We encourage all members and agency representatives to attend and come with questions you would like to ask the Legislators. You can also submit your questions prior to lunch by emailing us at ccchs2@gmail.com. Lunch will be provided by Calvary - we thank them for their generosity and wonderful food! A reminder that the 2019 Robert (Bob) T. Ott Seed Grant applications are due by September 30, 2019. You can access the application on our website at www.theccchs.org. These are the dates that articles will be published in the CDT, but the article is due to the committee for review the Thursday before. Out of the Cold: Centre County’s 2019-2020 season September 9, 2019 Dear Agency Staff, Announcing the beginning of Out of the Cold: Centre County’s 2019-2020 season! Organized and run by sixteen congregations in the State College area, Out of the Cold is a community-supported organization that answers the call to serve those experiencing homelessness in our community by providing shelter, food, and support services during the transition to permanent housing. Season 9 will open on Monday, September 30th and will close on Monday morning, May 4th, 2020. This volunteer run shelter is for Centre County adults over the age of eighteen. The host site doors open at 9:00 pm and close at 10:00 pm each evening (exceptions are made for those working past 10 pm). Guests leave the next morning by 7:00. Please do not send people by taxi or bus to the site to wait during the day. Out of the Cold: Centre County is not, and should not be considered a discharge site for mental health patients or those needing medical care. Guests can register for the program by calling (814) 852-8864. At that time they will be given the current shelter location, transportation information, and answers to any questions they may have. The first time a guest stays at Out of the Cold: Centre County an intake assessment will be conducted. Each night guests will read and sign our Safety Code and House Rules. Knives and other weapons that are brought into the host site will be locked up for the night. Guns are not permitted at any time. In addition to the overnight shelter, Out of the Cold operates a day shelter/resource center Monday-Friday from 9:30 am-1:30 pm where guests can get lunch, showers, and mail, as well as meet with an advocate to get connected to various community resources. State College Borough Home Rehabilitation Program 243 S. Allen Street, State College, PA 16801 814-278-4701 814-234-7197 (fax) 814-234-7110 (TDD) WHAT IS THE HOMEOWNER REHABILITATION ASSISTANCE PROGRAM? The Rehabilitation Assistance program provides technical and financial assistance to homeowners in the Borough to make needed home repairs and improvements. The Borough’s Office of Planning and Community Development administer the Program. Funds are provided from Federal CDBG and HOME grants received by the Borough. What Improvements are Permitted? The Borough will meet with you to discuss the repairs that are needed and an inspection will be conducted to identify code deficiencies. The type improvements approved will be based on the following priorities: 1st Priority: correct code deficiencies. 2nd Priority: energy conservation improvements; removal of barriers to the handicapped; and, if applicable alterations of the interior to alleviate overcrowding. 3rd Priority: housing components not deemed to be a violation of code, but if not repaired or replaced soon are likely to fail or deteriorate. (Examples: roofs, electrical wiring, storm drainage systems, plumbing, exterior surfaces, etc.) 4th Priority: if funds remain after priorities 1-3 are addressed, other non-luxury improvements may be completed. What Form of Assistance is Available? The Borough will provide up to $20,000, as a no-interest loan, which will be forgiven if the property is not sold or transferred for at least 8 years after the rehabilitation is completed. There must be a minimum of $1,000 in code deficiencies that need correcting for assistance to be provided.Up to $10,000 is available in the form of a grant to complete lead reduction work.The property must remain the applicant’s primary residence during this time. If the property is sold, or no longer is the owners’ primary residence in the first 3 years after rehab completed, 100% repayment is required. If the property is sold, or no longer the owner’s primary residence during years 4 through 8, 20% of the loan will be forgiven per year. The Borough will enforce this repayment policy through the recording of a lien against the property.In consideration of the loan, the homeowner agrees to grant the Borough a Right of First Refusal for this loan period. This stipulation is used in our housing programs since it gives the Borough the opportunity to acquire an assisted property in order to increase the number of affordable homes in the Borough for future low-, moderate- and middle-income families. |
