The latest news of the UNODC Global Programme to End Violence Against Children and its initiative on preventing and responding to violence against children recruited and exploited by terrorist and violent extremist groups.

What We’re Up To

During the COVID-19 outbreak, the UNODC END-VAC Progamme has been focusing on the provision of legal advisory services, the development of policy guidance and the enhancement of new online tools aiming at the delivery of activities through the use of an online platform. The Programme is also taking part in regular inter-agency task teams to coordinate global efforts and respond to the pressing needs and requests of national counterparts in light of the new challenges emerging during the COVID-19 pandemic.

April 2020 - As a member of the Inter-Agency Working Group on Violence against Children, UNODC contributed to the elaboration of the Agenda for Action aimed to support the appeal by the UN Secretary-General on protecting the rights of children and safeguarding their well-being during and after the COVID-19 pandemic.

April 2020 - UNODC contributed to the elaboration of the Inter-Agency Technical Guidance on COVID-19 and Children Deprived of their Liberty and developed a Menu of Services on COVID-19 and Children Deprived of Liberty.

Technical Note: COVID-19 and Children Deprived of their Liberty

Experience from previous infectious disease outbreaks indicates that new child protection risks are likely to emerge from the direct effects of COVID-19 as well as from measures to prevent and control its spread. Moreover, existing child protection risks are likely to be exacerbated.

 

“The vulnerability of detention facilities to an outbreak of COVID-19 must be of grave concern to all countries and become an integral part of a national response to COVID-19".

March 2020 - High-level representatives from Indonesia, Malaysia, Maldives and the Philippines gathered in Bali in an event co-organised by Japan, Indonesia and UNODC on protecting children from terrorism.

Bridging the gap between public safety and child protection

 

- UNODC END-VAC Roadmap -

Indonesia launches the 'BALI CALL FOR ACTION for implementation of the UNODC Roadmap'

At the conclusion of the event, the Government of Indonesia launched the “Bali Call for Action”, a political declaration which endorses the UNODC Roadmap and commits to translating it into action at the national level. With this initiative, Indonesia also called upon other UN Member States to join this historical declaration as a unique opportunity to adopt a common approach to protect children from terrorism.

Ms. Bensouda, Prosecutor of the International Criminal Court, applauded the UNODC Roadmap and recognized the need to work together and highlighted areas closely linked to the mandate of her Office and the Court, such as prevention and justice.

February 2020 - Conference convened by the OSCE, UNOCT and Switzerland on 'Foreign Terrorist Fighters'. A. Martins, coordinator of UNODC END-VAC, addressed the audience: "We do not need to choose between human rights and our own security."
