What To Do When Confronted by Agressive Unhoused "Neighbors"

Instagram video provided by @susancollinsla showing @federalcoffeela being vandalized. This is just one of many attacks this shop owner has had to deal with repeatedly being made by the same man. Follow Susan's IG site for more videos and information.

It appears that being confronted with aggressive unhoused "neighbors" is happening more often at an alarming rate all over the city. In the Melrose Village area we are certainly seeing these unfortunate events almost daily now. From having garbage thrown at us or insult screaming and threatening to actual assualts on people, property and cars, it's all happening here too. On Saturday, 9/24/22 there was another such event that happened at the encampment at Willoughby and La Brea that required police assitance to restore the peace. On 9/19/22 a residents car was violently kicked while sitting at the light at Clinton and Fairfax causing over $1,300 in damage by a screaming man who obviously was experiencing some type of psychotic episode.

Another problem that seems to be plaguing our area again is Peeping Toms! Men walking onto your property, apartments usually, finding a window to place their cell phone up to so they can record you in the privacy of your home. Make no mistake, this is a crime as well. Recently a small group of neighbors near Oakwood and Fairfax had to deal with this, banded together with pictures and videos, caught the culprit in the act and succesfully had LAPD come to put an end to this. Be mindful of the idea that we all have the ability to make a "citizens arrest" where you are now the witness to the crime and the person on file as making the arrest. This means that if this is serious enough to you, be prepared to spend some time in court. It just may be something that we all need to get used to doing.

We asked Sergeant Sarno, Senior Lead Coordinator from our Wilshire Area LAPD station for some advice and tips we can use. He graciously shared the following information with us.

• When witnessing an aggressive homeless person, avoid any physical or verbal confrontation.

• Practice being a good witness and get a good description and location of the subject if you choose to call dispatch.

• 911 is reserved for emergencies only but you can also call the non- emergency number 877-275-5273.

• State you have someone suffering from mental illness.

• There is a difference between a trespass, burglary suspect and a peeping Tom. The latter is a crime that possibly involves sexual gratification and should be treated as a priority.

• Lurking near residence windows and checking doors could also be actions of a burglary suspect.

• Again practice being a good witness getting an accurate description and location of the suspect.

• Stay on the line with dispatch to provide the most updated info for responding officers.

• Should the suspect be arrested, you may be subpoenaed to court to provide info and testimony on your observations leading up to the arrest.

• Understand Officers have training and experience that may lead to a different outcome than you expect. ie question and release, physical altercation, search area with negative results and crime report.

• If you would like to be contacted, let dispatch know when Officers can provide you with a debrief and explanation.

Crime Mapping Tool is now live on our site...

Check out the new Crime Map Tool under the links tab of our website. Easy to navigate and highly interactive. CrimeMapping.com supplies the tool and they receive the crime information directly from our law enforcement agencies who choose to participate with them.

Neighbors Banding Together to Help Clean Up Melrose Ave

We have something in the works. Something that we feel can help band neighbors, businesses and community groups together all under a common cause. Show a little love to Melrose. This event has not been scheduled yet but we are looking for volunteers willing to help us for a few hours on a Sunday morning. All the trash picking equipment, bags and gloves will be provided. We just need YOU to show up. This will be a collaborative effort by Melrose Village Neighborhood Alliance, The Melrose Bid, C-PAB and Mid-City West Neighborhood Council.

The ability to get this scheduled greatly depends on the level of interest we see from our community. Please email us to volunteer a few hours of your time to this neighborhood event. EMAIL LINK: CleanUpMelrose

The Karen Bass Campaign Declines Invitation to Walk Melrose

Unfortunately, the campaign of Rep. Karen Bass has turned down our request to join a Melrose Wednesday Walk. The reason being they could not fit this event into their schedule. If you would like to learn more about her campaign, please visit her website by clicking here: www.bit.ly/karen_bass

Comparing Plans to Tackle Homeless Issues:

One of our readers shared the following link with us to a L.A. Times podcast detailing both Los Angeles mayoral candidates Karen Bass and Rick Caruso's plans to tackle the homeless issue.

We are continuing to contact more candidates to come to our walks - keep your eye out for announcements.

MELROSE VILLAGE Wednesday Walks

*******PLEASE NOTE - THERE WILL BE NO WALK ON OCT 5TH *******

Would you like to meet some of your neighbors? Maybe you want to get off the couch and improve your cardiovascular health.  Maybe you would just like to feel safe with a group walking our neighborhood.  We'd like to make this happen! Typically we are joined by a member of the LAPD and Jill Kline from Councilmember Koretz's office who are there to meet the community, answer questions and talk about what concerns us.

Regardless if you want to walk 1 block or 1 mile, it's up to you.  We want to make this an enjoyable and no stress walk so we will start with a walk down Waring beginning at Spaulding and head in a different direction each week.

The route is planned on Tuesday and you can email us for details.  You can join in at any location on the route or meet at Spaulding and Waring at our start time of 6:30 p.m.  Anyone is welcome to join the fun and feel free to bring your dogs, children, parents, opinions and concerns. If the group wants to walk further, we can extend this in any direction after we circle back to the starting point.

(As with any type of exercise, consult your physician before to make sure this is the right thing for you to be doing.)

Melrose BID Crime Prevention Meeting

This meeting is combined with the Melrose Action Monthly Crime Meeting. It is on the 1st Wednesday of the month at 7 p.m.

You need to email kim@urbanlegendpr.com to get on the list and receive the zoom link details.

You will be asked to sign up on the Melrose Action website.

We have brought this up before, but feel it's worth mentioning again...

What brought you to sign up for our newsletters?  We want to believe it is because you wish to learn what's going on and to participate in advocating for a safer and cleaner neighborhood. Most of you who receive this email live in Zone 2 or are affected by what happens on Melrose.  This newsletter contains links to the meetings to sign up for the Melrose BID Crime meeting, most of the Mid City West Neighborhood Council meetings and the LAPD C-PAB meeting.

Here's the important part:  Neither the Melrose Bid or the MCWNC meetings have neighbors, referred to as 'stakeholders', attend very often.  Most of the sub-committees for MCWNC have NO 'stakeholders' attend.  So what happens when elected representatives get no input from those they are voted to represent?  They go off and turn their attention to their own pet projects instead of advocating for the people and the neighborhoods they serve!

So PLEASE get involved!  If you find a meeting topic in the list above that you are interested in and if you can attend just ONE meeting to make a comment or offer support to someone making comment, it will make a difference!  Tell them you are part of The Melrose Village Neighborhood Alliance!
