People with Disabilities Still at Risk in Congregate Care Settings

"People with Disabilities Still at Risk in Congregate Care Settings" summarizes CMS data at county and regional levels to inform community response to the recent increases in COVID-19 cases and deaths among nursing home residents, through August 8, 2021.

The brief comes on the heels of a CMS directive for nursing home staff to be vaccinated that is expected to go into effect as soon as September.

October is

National

Disability Employment Awareness

Month

The purpose of National Disability Employment Awareness Month (NDEAM) is to educate about disability employment issues and celebrate the many and varied contributions of America's workers with disabilities.

Held annually, NDEAM is led by the U.S. Department of Labor's Office of Disability Employment Policy, but its true spirit lies in the many observances held at the grassroots level across the nation every year. Employers of all sizes and in all industries are encouraged to participate in NDEAM.

For specific ideas on how you can support National Disability Employment Awareness Month, visit www.dol.gov/NDEAM.

We all play an important part in fostering a more inclusive workforce, one where every person is recognized for his or her abilities — every day of every month!

As an Assistive Technology Resource Center (ATRC) for 10 counties in Pennsylvania, we provide many services related to assistive technology. One of those services is our ReUse program.

RTFCIL receives gently used equipment as donations, cleans and sanitizes every piece, then gives them away to individuals who are unable to obtain the equipment they need through other channels.

In July 2021, while Clinton County resident Chris Scaff was in looking at the inventory of motorized wheelchairs available through our reuse program, he noticed we had a ceiling mounted lift exactly like the one he has in his home.

Chris explained, that as a person with quadriplegia, he had purchased a zero-turn lawn mower as he is able to operate it with his hands. He is independent once he is seated on the mower but did require assistance from his direct care worker to transfer from his wheelchair to and from the mower.

Staff asked Chris if he would be able to use this in his home. Chris was quick to respond that he would absolutely be able to use the lift.

Chris plans to mount the track in his basement to allow him to independently transfer from his wheelchair to the mower. Chris and staff discussed that the items he received would have cost more than $4,000.00 if Chris were to purchase it.

Without the resources from the ATRC, Chris would be dependent on others to transfer to his mower.

Chris is a great example of what successful Independent Living looks like!

The Civil Rights Movement of the 1960s gave rise to other civil rights movements, most notably the Women's Rights Movement and the Disability Rights Movement.

While minorities and women were protected by civil rights legislation passed by the United States Congress during the 1960s, the rights of people with disabilities were not protected by federal legislation until much later.
