A Message to Constituents

Summer has arrived, and for the first time in several years it feels quite close to normal. Our graduates were able to celebrate their huge achievements in large fashion, and it was so special for them to walk across that stage with a full crowd in attendance once again.  

 

The title of our government’s 2022-2023 budget is Building on Success. It was decided to continue with the progress that has been made toward building a stronger New Brunswick economy and vibrant communities, while also improving healthcare and protecting our most vulnerable for years to come. I am pleased to be able to deliver another newsletter that outlines a great deal of provincial announcements that have been made this quarter that made strides toward positioning our province for sustainable growth.

Fundy Connector Road Officially Opens

We are kicking off the summer by officially opening the Fundy Connector! This infrastructure project provides a vital link between major tourism attractions along the beautiful Fundy coastline and will expand tourism opportunities throughout the Fundy Coastal Region.

This project has been years in the making and will provide enormous tourism benefits for our riding, as well as the province as a whole.

Investing in Our Communities

The Regional Development Corporation’s Community Investment Fund supports non-profit projects that enhance a community’s identity, provide economic and social benefits, enhance existing community assets, and/or develop initiatives that strengthen a community. I highly encourage those with a project in mind that meets these criteria to reach out to me to discuss funding. Below are a list of recent projects within our riding that have benefited from the Community Investment Fund.

Community Investment Fund

Agricultural Museum of NB - $5,000 for lighting improvements

Nutrien Civic Centre - $10,408 for construction of outdoor pavilion

Salvation Army Sussex Community Church - $5,000 for new flooring

Quaco Museum - $3,843 for outdoor signage

Sussex Sharing Club - $5,000 for new shelving units to increase storage

Upham Women's Institute - $4,228 in COVID relief

Canada Community Building Fund

The Canada Community Building Fund, formerly known as the Gas Tax Fund, is a permanent source of federal funding for infrastructure investments. Projects within the Sussex-Fundy-St. Martins riding recently benefitting from this funding include the following:

Central Kings Recreation Centre - $247,000 for ballfield improvements

Waterford Community Centre - $9,643 to replace roofing and improve building entrance

 

Environmental Trust Fund

The Environmental Trust Fund (ETF)  will invest about $8.6 million into environmental projects in 2022-23, including several within the riding of Sussex-Fundy-St. Martins!

The funding of $8,641,200 is divided among 234 application-based projects throughout the province which include activities such as environmental research, education and restoration; waste reduction and recycling, and climate change adaptation and mitigation.

Projects within our riding benefiting from the ETF include:

Providing glass recycling opportunities in Regional Service Commission 8 - $10,000

Regional Service Commission 8 Mobile Eco Depots - $20,000

Monitoring the Kennebecasis - Searching for Solutions (KWRC) - $65,000

Creating Climate Resilience in Trout Creek (KWRC) - $25,000

Child Care Fees for NB Families Reduced by 50%

Beginning in June, families with preschool-aged children at designated New Brunswick early learning centres and homes experienced an average 50% reduction of out-of-pocket fees.

From a women's equality perspective, this agreement will ensure women can actively participate in the workforce and help grow our population and our economy. And most importantly, children will be given the chance to have the very best start to education.

Reductions in Personal Income Taxes Introduced

With high inflation over the past year, it is clear to our government that there is a need to address the high tax burden in New Brunswick. As part of this year's budget, we are increasing the basic personal amount tax credit to $11,720. The low-income tax reduction threshold is also increasing to $19,177. 

 These changes will provide an estimated $40 million in personal income tax relief for 2022, benefitting approximately 400,000 taxpayers.

 

Property Tax Relief Program Introduced to Help Business Owners

As part of the 2022-2023 provincial budget, our government is lowering property tax rates over the next three years. Additionally, we are providing property tax relief for owners of eligible residential rental properties (four units or more) and non-residential properties (business/industry). 

This relief is in the form of a spike protection, capping provincial rate increases to 10% for eligible properties in the 2022 and 2023 taxation years. 

Providing relief to owners of apartment buildings with four units or more will help offset the increase in property taxes for those who are most affected.

New Nursing Recruitment Program for Hard-to-Fill Positions

Last spring, our government launched an initiative to recruit nurses for hard-to-fill jobs. I am pleased to be able to report that more than 170 nurses and counting have been hired under this initiative. 

Newly registered nurses can receive up to $10,000 in exchange for a three-year commitment in either full or part time jobs that are hard to fill with either of the two regional health authorities or with Extra-Mural/Ambulance NB.

This initiative is just one of many strategies we are deploying to address the nursing shortage in our province, including increased training capacity at our universities and additional incentives.

Doubling Seats for UNB Nurse Practitioner Program, Addition of Mental Health Specialization

Our government is partnering with the University of New Brunswick (UNB) on two initiatives related to nursing programs. The first will see the Nurse Practitioner program double from 10 seats to 20.

Additionally, UNB is developing a curriculum of specialized theory and clinical courses that will allow 21 students across nursing programs to specialize in mental health each year, preparing them to respond to mental health issues. The specialization will be added for September 2022. 

Our government is proud to support these crucial additions with $1.48 million in funding over two years.

Increased Investment in Housing, Social Programs, Child Welfare and Long-Term Care

Budget increases in program areas of the Department of Social Development will allow low income families, children and seniors to receive more and improved services for housing, social assistance, and long-term care.

These include:

-Construction of 370 more affordable housing units over 3 years

-Improved disability support services

-Increased financial support for foster families

-Wage increases in the human services sector

Eliminating Interest on Provincial Student Loans

Our government recognizes the importance of making post-secondary education more affordable. That is why beginning this Fall, the interest rate on student loans issued by the provincial government will be eliminated.

This change will benefit 65,000 existing borrowers, as well as future New Brunswick post-secondary students.

The Invitation - Festivals & Events Funding

With summer underway, a new program is providing a financial boost to New Brunswick’s one-of-a-kind events.

The Invitation Funding Program will provide $1 million for the development of new festivals and events, or to enhance existing ones, to help attract more visitors to the province.

New Brunswick has so many stories to tell the world through our festivals and events. This funding program will energize our tourism destinations with new offerings for residents and visitors to enjoy with friends and family.

The program will provide successful applicants with up to $25,000 as part of the department’s strategy to enhance, develop and showcase the best of New Brunswick.

2022 Memorial Cup Tournament in Saint John

It was exciting to see the hockey world turn their attention to New Brunswick when the  Memorial Cup was held in Saint John in June. What a bonus that our Sea Dogs were crowned CHL champions! Hosting one of the most prestigious hockey championships was a tremendous opportunity to invite the players’ family and friends to New Brunswick. After having experienced all we have to offer, I am sure they will want to return in the near future. 

With one successful major tournament in the bag, we can now turn our attention to the 2023 World Junior Hockey Championship being held in Moncton and Halifax over the Christmas holidays. It is an amazing year for sports in New Brunswick! 

Road Work

The Road Ahead is a 3-Year Capital Investment Plan that outlines how the Department of Transportation and Infrastructure plans to build, repair and maintain our province’s transportation network. It identifies which projects are planned, when they are planned and the overall expected investments. As part of the development of this plan, New Brunswickers, elected officials and Municipalities were consulted.

Community-Based Sexual Violence Services

Sexual violence toward anyone has a devastating impact, not only on victims and the people who love them, but on the sense of security we all feel. As a community, we have a responsibility to dispel myths, challenge stereotypes and create a respectful environment for everyone to thrive in safety.

As Minister responsible for Women's Equality, I was proud to announce our government's investment of $1 million annually in community-based sexual violence services.

Graduation 2022

What a relief it was to finally see our graduates walk across the stage to a full crowd of friends and family watching their special moment. Graduation is such an important time to recognize and celebrate in the lives of our youth.  

 

Congratulations to the 21 graduates of the Sussex Christian School’s class of 2022. What an impressive group of students. I was happy to join Fundy Royal MP Rob Moore and the parents and friends of these graduates in their celebration last month at Kingswood University. 

 

To the 161 graduates of Sussex Regional High School, congratulations on all of your many accomplishments throughout a very challenging last few years of your high school lives. I am confident that you will all face the next challenges that lie ahead with determination and find success in wherever life takes you. 

New Brunswick Day BBQ

The Sussex-Fundy-St. Martins PC Riding Association is hosting a community barbecue on New Brunswick Day, August 1st from noon until 2 pm. It will be held at the Seniors Centre by Princess Louise Park. Enjoy free hotdogs, burgers, and pop. I hope to see you there!
