#1 FINISHING concrete the first time saves you money
 
When concrete is finished with a steel trowel properly it eliminates 99% of the pitting and large darby or screeding marks. This takes additional time and money and may even take you later into the night (for larger floors) but it will save you a lot of money in the end and the finished product will look 1000 times better!

#2 DO NOT use regular cement for coatings!
 
Using regular portland cement for a scratch/skim coat is the worst thing you can do - unless you want it to crack... There are many products available that are intended for this purpose that don't shrink & crack. They're very thin but very durable and cost more than $5/bag.

#3 DO NOT Replace Rebar With Fiber in Structural Concrete
 
Adding fiber to concrete is NOT a substitute for steel rebar, they perform different functions. Fibers will decrease surface cracking and increase the overall tensile strength of concrete. They WILL NOT replace rebar in structural concrete.
