Perpetrator Recruitment Basics*

This task employs a few forms of watching a target. For instance, they can and often do use neighbors, friends, lovers, work associates, anyone you already know, which for the most part can operate above suspicion. These people are usually pressured into this by the use of one or more of the five PRIME MOTIVATORS: FEAR, GREED, VICE, LOVE, HATE. All methods will use one of these driving forces to gain compliance.
THE LEVERAGE METHOD: can be attained by use of several tactics including; fraud/set-ups, entrapment, blackmail, or the threat of physical harm or harassment. The individual can be placed in anyone of these compromised positions then offered the opportunity for it to "all go away" in exchange for their cooperation.
THE REWARD METHOD: uses one’s own desires or vices against them. These could include money, sex, drugs, desire for power or professional advancement.
THE JUST CAUSE METHOD: typically, most insidious, most popular and most effective, is-- the “just because method-- BECAUSE, it manipulates a person’s love or good nature. It can be propagated by the use of an effective smear campaign against a target. By utilizing slander, lies/rumor spreading, exaggerated claims, doctored or engineered evidence operations, the Targeted Citizen can be painted in a specific light with the accompanying rhetoric to fit a specific storyline that might appear to seem plausible.
This is done to recruit people to engage against the Targeted Citizen, as well as to drive people away from them for the purpose of isolation. Isolation makes a person more open to Intimate Infiltration (when an ‘agent’ will align themselves as the love interest of the Targeted Citizen).
Intimate infiltration is tricky to identify, partly because no one wants to believe that it wasn't their great looks and winning personality that won over the heart of another. Here are some signs too look out for though. The person may seem far too appeasing, although exhibit inconsistencies in there character, like really, really, friendly and attentive, and then indifference. It's not easy to keep up an act constantly (these inconsistencies will be easier to spot if the infiltrator lives with you). They will typically also try to steer you away from friends and sabotage other relationships you have to help isolate you. This hearsay, engineered photo/video events, parts of telephone calls/emails or text presented out of context-- can all be ‘manufactured’ along with deliberately planted ‘evidence’ which vilifies a person’s character. Indeed, it can be the strongest tool used to recruit people to engage in operational tactics against a Targeted Citizen.
THE REVENGE METHOD: This method speaks for itself. During the surveillance process agents will come across current or past acquaintances of the Targeted Individual who have a grudge against the target, this is generally the best source of slanderous material that can be produced about a Targeted Individual. Someone who has a grudge against you is more likely to help in creating a terrible perception of the Targeted Person. Organized group stalking-- A.K.A Organized gang stalking, A.K.A. Mobbing, A.K.A. Cause stalking are forms of conspicuous, or overt personal harassment/surveillance.

All five key MOTIVATORS are used to build a small army of people around you for the purpose of keeping your movements under constant watch in tandem with the tactic of psychological harassment, through sensitization. Realize that after having used a slander campaign against the T.I. with compounded effect, the ‘Conductor’ of the campaign uses the slander to recruit perpetrator after perpetrator and this helps to construct and propagate this "body of lies" against the Targeted Individuals which can last for years.
It also helps to keep the "cause" stalkers motivated.
At the same time, the recruiting agents will recruit common criminals such as B&E experts, drug dealers, sex offenders, as well as gang members. Then you have the addict who has either a pliable or nonexistent sense of morality. These individuals are utilized to break into your cars, homes, mailboxes etc. They may tamper with your FOOD, AIR, or WATER. Criminals and thugs are given a free pass to commit crimes against the innocent victim for these agents.
In the past century we have heard of these Gov't-on- Citizen guerilla tactics used by the KGB, further developed by the STASI secret police of East Germany during the period leading up to and including World War II. These tactics have also been used and adopted by several other totalitarian, fascists and communist dictatorship's before and since.
Like with the Personal Surveillance, the potential informants are selected and indoctrinated using one of the five MOTIVATORS described previously: FEAR, GREED, VICE, LOVE, HATE.
The stalking group is usually people you don't know. This group’s compliance is mostly maintained by belief that this Cause against the innocent victim is just, and by reward as well as by using leverage over certain stalkers. They will recruit all ages all backgrounds, criminals, ex-cons, homeless, senior citizens, and teenagers.
